Cell Block

The original design of the building was for seven one-story cell blocks, but by the time cell block three was completed, the prison was already over capacity. From then on, all the other cell blocks were two floors.
I spent a morning touring Eastern State Penitentiary. It was an interesting visit but I also found it to be quite depressing.

@Curly: I could not find any specific statistics, but a reference on Wikipedia states that their rehab program was moderately successful, whatever that means.
